Workers' Compensation=Education, Elected Superintendents=Election Law?

Apparently, workers' compensation may be among the issues brought up in the forthcoming special legislative session in Nashville to discuss education. If Workers' comp law can be brought up in a session supposedly devoted to education, somebody please explain to me why elected school superintendents cannot be discussed?
