I understand how you feel, but I can't agree with your sentiment in terms of why this went wrong. We have a Southerner in the White House, Southerners as Majority Leaders in both houses of Congress.
I think this was a failure at all levels. Hanlon's Razor does apply here. There was some structural failures at all levels from the Mayor of New Orleans on up.
It took too long to get people in the city, and there were some huge failures, no doubt, but I don't believe the Administration was maliciously wronging Southerners.
