At the last general election, we on Ohio passed a smoking ban in all public places. Of which, I will say, I am in favor of. I do not oppose the idea of smoking in one's home. I do not wish to breathe said smoke in a dining establishment.
I agree, where you are, enforcement would be very difficult.
Bill; If people want dining establishments to ban smoking, quit eating at dining establishments where smoking is allowed, and management will get the message soon enough.
Businesses may ban smoking if they choose...it isn't the government's place to make that choice for others

But you say that it is the government's place to ban the sale of alcohol on Sundays.
Local government-specifically local voters may do as their local community sees fit.
It is called devolution.
